The European Space Agency (ESA) oversees the Soyuz at the CSG programme funded by seven European nations—Austria, Belgium, France, Germany, Italy, Spain and Switzerland. The programme is coordinated by ESA and Arianespace, a subsidiary of ArianeGroup.
Arianespace is the commercial operator of the Soyuz launcher, which is entirely built in Russia.
CNES is the owner of the CSG and was prime contractor and system architect for the ELS Soyuz launch complex. ESA is the owner of the ELS and delegates management of the launch pad to Arianespace.
The expertise of the teams at CNES’s Launch Vehicles Directorate (DLA) were called on during development and qualification of the programme to assist with project management, quality, negotiations, contracting, system architecture, flight and ground engineering, range safety and more.
